When governmental institutions are not constrained by established guidelines and procedures, those in power are free to invent the rules as they go along. They line their political goodie bags with pseudo-rules that they invoke or ignore as they see fit. These fake rules enhance their power, block transparency, and discriminate against the vast majority who are unlucky enough to be out of favor.
